
TEMPO.CO, Yogyakarta - Gadjah Mada University (UGM) has taken strict sanctions against the Professor of the Faculty of Pharmacy with the initials 'EM' in a case of sexual violence against his students. EM has been permanently dismissed from his position as a lecturer.
"The leadership of Gadjah Mada University has also imposed sanctions on the Perpetrator in the form of permanent dismissal from the position as a lecturer. This sanction is carried out in accordance with the applicable employee regulations," said the Secretary of UGM, Andi Sandi Antonius in a statement on Sunday, April 6, 2025.
According to Andi, the decision was made based on findings, records, and evidence in the examination process carried out by the Examination Committee. The Committee concluded that the accused was proven to have committed sexual violence that violated Article 3 paragraph (2) Letter l of the UGM Rector's Regulation No. 1 of 2023, and Article 3 paragraph (2) Letter m of the UGM Rector's Regulation No. 1 of 2023.
The accused was also found to have violated the code of ethics for lecturers. The decision on the imposition of sanctions is based on the Decree of the Rector of Gadjah Mada University number 95/UN1.P/KPT/HUKOR/2025 regarding Sanctions against Lecturers of the Faculty of Pharmacy dated January 20, 2025. 'The imposition of this sanction is carried out in accordance with the applicable employee regulations,' said Andi.
Prior to the imposition of these sanctions, UGM and the Faculty of Pharmacy had released the accused from the tridharma of higher education and from the position as the Chairman of the Cancer Chemoprevention Research Center (CCRC) of the Faculty of Pharmacy. The accused's position as Chairman of the CCRC was revoked based on the Decree of the Dean of the Faculty of Pharmacy, UGM, on July 12, 2024.
"The decision of the Dean of the Faculty of Pharmacy was issued long before the examination process was completed and the accused was sanctioned, for the sake of the victims and to provide a guarantee of a safe space for all academic members at the faculty," said Andi.
The case of sexual violence came to light after a report was made to the Faculty of Pharmacy in July 2024. Based on the report, the leadership of the Faculty of Pharmacy immediately coordinated and reported the case to the Prevention and Handling Task Force for Sexual Violence (PPKS) of UGM.
The PPKS Task Force promptly provided assistance to the victims and then conducted an examination process of the witnesses and the accused in accordance with the applicable regulations and procedures.
Subsequently, the PPKS Task Force directly followed up on the report from the Faculty of Pharmacy by establishing an Examination Committee through the Decree of the Rector of Gadjah Mada University Number 750/UN1.P/KPT/HUKOR/2024 with a change in the work period of the Examination Committee from August 1, 2024, to October 31, 2024. The Examination Committee obtained statements from the victims, conducted an examination of the accused, the witnesses, and reviewed the supporting evidence until a recommendation was given. In addition, UGM through the PPKS Task Force continues to provide services, protection, recovery, and empowerment to the victims. UGM remains committed to being a campus free from various forms of sexual violence.
Various policies that are formulated, implemented, and enforced are based on the principle that an ideal campus is a conducive and safe space free from various practices of violence. Therefore, since 2016, UGM has formulated policies for the prevention and handling of sexual harassment. This commitment was reaffirmed through the launch of the Health Promoting University (HPU) program in 2019 with the establishment of the Zero Tolerance for Violence, Bullying, and Harassment Working Group (Pokja). With the issuance of the Minister of Education, Culture, Research, and Technology Regulation No. 30 of 2021, UGM has adjusted its internal policies to comply with the regulation, including the establishment of the Prevention and Handling Task Force for Sexual Violence (PPKS) on September 3, 2022.
"Various efforts to socialize the rules and procedures related to the prevention and handling of sexual violence continue to be carried out to realize UGM as a safe space free from various acts of sexual violence," said Andi Sandi.
