TEMPO.CO, Jakarta - After completing the revision of the Indonesian Military (TNI) Law in March 2025, the Ministry of Defense moved quickly to prepare implementing regulations for the new statute. One of them is a Presidential Regulation on the Duties of the Indonesian Military in Addressing Acts of Terrorism.
Chief of the Defense Information Bureau at the Defense Ministry Brig. Gen. Rico Ricardo Sirait said his office involved several other institutions in drafting a regulation that grants the military authority to take part in counterterrorism from prevention to enforcement. "We invited institutions that have roles in coordination, law enforcement, and counterterrorism," he told Tempo on Thursday, January 15, 2026.
An official close to the State Palace who followed the drafting process said the Defense Ministry submitted the draft regulation to the State Secretariat Ministry in July 2025. TheState Secretariat, however, asked the Defense Ministry to circulate the draft again to several related institutions so that other agencies could initial their approval of the text.
According to the same source, the draft presidential regulation circulating in 2026 absorbed nearly all the substance of a 2019-2020 draft on military involvement in counterterrorism. President Joko Widodo never signed that earlier draft, so it never became an official regulation.
