Indonesia Reviews E-Commerce Ecosystem Policy Overhaul

TEMPO.CO, Jakarta - Indonesia's Minister of Trade, Budi Santoso, stated that the government is currently revising the Minister of Trade Regulation No. 31 of 2023 regarding the e-commerce and marketplace trading ecosystem. "But I can't disclose the details yet, as it is still under discussion," said Budi Santoso during the celebration of National Consumer Day (Harkonas) on Sunday, May 10, 2026, as quoted from Antara.

The policy revision comes following complaints from MSMEs about the high administrative and logistics costs imposed by the digital trading platforms they use.

Ministerial Regulation No. 31 of 2023 also addresses business licensing, advertising, as well as the guidance and supervision of business actors in electronic trading.

Furthermore, Budi stated that the revision aims to strengthen the protection of local products, including micro, small, and medium enterprises (MSMEs), consumer protection, and the priority promotion of local products on e-commerce and/or marketplaces. "Firstly, to protect consumers. Additionally, how the rights obtained by local sellers or products can be prioritized in the promotion or sales through e-commerce," he said.

Budi explained that the government will improve the digital trading environment together with business actors, platform owners, and sellers. "But it's not finalized yet, it's still under discussion," he added.

He also ensured that all relevant stakeholders, including platforms and sellers, are involved in the revision discussions. "It should be mutually beneficial so that everything runs smoothly. E-commerce also needs sellers. Sellers also need e-commerce. But how can they work together, and each party's obligations should benefit each other, so that the ecosystem runs well," Budi emphasized. "Of course, we're reevaluating several instruments. We're reviewing and analyzing everything."
