
TEMPO.CO, Jakarta - The Indonesian Manpower Ministry is building a partnership with the Swiss government to strengthen access to young labor, workers in the green sector, and workers from vulnerable groups, such as people with disabilities. Bilateral cooperation occurred alongside the 113th session of the International Labour Conference (ILC) at the United Nations Office in Geneva.
"We want to ensure that this cooperation has a direct impact, especially for people with disabilities who often face barriers in the workforce. Our goal is to promote inclusive access to economic independence," said Minister of Manpower Yassierli in an official statement quoted from Antara, Thursday, June 11, 2025.
In this bilateral cooperation, Indonesia also proposed more inclusive public labor service digitalization, including the enhancement of job referral officer capacities, strengthening digital wage payment systems, and expanding financial access for young entrepreneurs assisted by the Manpower Ministry.
"One concrete form of cooperation is continuing the Renewable Energy Skills Development (RESD) project, which has been implemented since 2020 in several Vocational Training and Productivity Centers (BPVP) in Aceh, Ambon, East Lombok, and Ternate," said Yassierli.
This program trains workers in solar, hydro, and hybrid energy to support Indonesia's energy transition and help the country achieve its carbon emission reduction targets. However, the project faces challenges regarding training equipment and sustainable funding.
Indonesia hopes for Swiss support in the continuation of the second phase of this program to ensure its benefits are not disrupted for the local community.
Yassierli also expressed interest in the Swiss apprenticeship system, considered successful in bridging the gap between vocational education and the needs of the workforce. This system is not only technical but also prioritizes a cultural approach and family participation, making it a relevant model for replication in Indonesia.
Prior to this, Yassierli will establish a new work unit at the Manpower Ministry that will focus on handling workers with disabilities and special labor. Currently, the Manpower Ministry is developing a new Organizational Structure and Work Procedures (SOTK).
"One of the changes is the addition of a special directorate responsible for handling all matters related to disabled workers," he said in November 2024. He added that the establishment of this work unit is a testament to the Ministry of Manpower's seriousness in handling disabled workers.
In addition to the establishment of the work unit, the National Disability Commission noted that as of February 2025, there were 258 Disability Service Units (ULD) that had been formed at the regional level. This effort is at the forefront of empowering disabled workers at the local level.
In the labor sector, ULD is a service unit that is part of the regional government office responsible for labor affairs. Government Regulation Number 60 of 2020 is the legal basis for the formation of ULD for labor.
