COP30: Indonesia Remains Hopeful for National Climate Pledge as September Deadline Passes

TEMPO.CO, JakartaAs the UN Climate Change Conference (UNFCCC COP 30) approaches, Indonesia failed to submit its Second Nationally Determined Contribution (Second NDC) on time, as the September deadline passed. Despite this, the government ensured that it had prepared the draft of the document.

Director of Economic Development and Environmental Affairs at the Ministry of Foreign Affairs, Tri Purnajaya, reassured that Indonesia remains committed to achieving the Net Zero Emission (NZE) target by 2060, or earlier. He mentioned that Indonesia's climate diplomacy is directed to accommodate the principle of Common but Differentiated Responsibilities-Respective Capabilities (CBDR-RC) and Just and Equitable Transition in global efforts to address climate change.

According to Tri, efforts to realize the commitment of reducing greenhouse gas emissions must be adjusted to accommodate increasing welfare, energy independence, and environmental/food resilience.

"Actually, the draft is already prepared, and I am still optimistic. After all, the COP is still a few weeks away," Tri said during a virtual discussion on Tuesday, October 14, 2025. "We are not the only ones who have not submitted the SNDC document; only half (of the countries that agreed to the Paris Agreement) have submitted."

He hopes that the preparation of the Second NDC document can be completed before the COP30 takes place, stressing the pivotal role of SNDC in what he considers a "quite ambitious" national climate targets.

Tri mentioned that the national climate commitment needs to be aligned with the new government's growth targets. "Whether we like it or not, Indonesia's commitment must be aligned with Prabowo's political pledge of 8 percent economic growth target," he said.

According to him, the energy sector is crucial for achieving sustainable industrialization. "The need for sustainable energy also requires a substantial amount of funding."

Furthermore, Tri stated that Indonesia's current climate action challenges include maintaining international credibility, securing global support in the form of funding and green technology, and ensuring climate justice for developing countries through the Loss and Damage Fund mechanism and access to carbon markets.

Behind these various challenges, Indonesia is also said to have the opportunity to demonstrate a strong commitment to emission reductions at the COP30. He believes that this momentum can be utilized to attract the interest of investors, donors, and development partners to support various national climate initiatives. "And how Indonesia's role can later become a benchmark for other developing countries," Tri said.

"So, I'm still hopeful for the second NDC to be issued before COP30," he concluded.
