Indonesia's Finance Ministry Postpones Implementation of E-Commerce Tax

TEMPO.CO, Jakarta - Indonesia's Tax Director General Bimo Wijayanto stated that the implementation of e-commerce tax or electronic trading will be postponed. He had previously stated that the tax collected by online buying and selling platforms would be implemented in February 2026.

Bimo conveyed the postponement after the APBN Kita press conference at the Ministry of Finance office in Jakarta on Tuesday, October 14, 2025. "It's postponed, waiting for the minister's instructions, if the economic growth has reached 6 percent. But this is still being discussed," he said.

Before the statement at the Directorate General of Tax's central office in Jakarta on Thursday, October 9, 2025, Bimo stated that the e-commerce tax would take effect in February 2026. However, Bimo's statement was denied by Minister of Finance Purbaya Yudhi Sadewa at a different location. Purbaya confirmed that the e-commerce tax will only be implemented once the national economy has begun to recover and has grown by at least 6 percent.

"I said we will implement it when the economy has recovered. Maybe we will have already recovered. But not fully recovered. Let's say the economy grows by 6 percent or more, then I will consider it," said Purbaya at JCC Jakarta on Thursday, October 9, 2025, as quoted from Antara.

Previously, when she was still the minister, Sri Mulyani Indrawati had issued regulations appointing e-commerce as the tax collector. This policy was stipulated in the Minister of Finance Regulation (PMK) 37 of 2025 and took effect on July 14, 2025. It remained in effect until it was revoked.

Domestic traders conducting transactions through electronic systems are required to deposit with trading organizers through electronic systems or e-commerce. The Directorate General of Tax designates marketplaces that collect Article 22 Income Tax.

"The Minister delegates authority in the form of delegation to the Director General of Tax to appoint Another Party as a tax collector as referred to in Article 2 paragraph (1) and the determination of the value transaction limit and/or the amount of traffic or access exceeding a certain amount as referred to in Article 3 paragraph (3)," as stated in Article 7 paragraph 2 of the PMK.

Thus, e-commerce platforms such as Shopee and Tokopedia will be involved as the tax collectors for sales transactions of goods through electronic systems (PSME).

Through the implementation of regulations appointing marketplaces as collectors of Article 22 Income Tax, merchants, who are mainly MSME players, can more easily make tax payments. Because another party collects it. According to the Directorate General of Tax, this step can finally encourage tax compliance among business players.
