Indonesia to Crack Down on Music Royalty Misuse

TEMPO.CO, Jakarta - Indonesian Minister of Law Supratman Andi Agtas stated that he will take strict action against any misconduct in the governance of music royalties. He mentioned that this is an effort to protect the stakeholders in the music industry.

"Automatically. If there are violations in the distribution, they must be dealt with," said Supratman after an open audience agenda at Graha Pengayoman, Ministry of Law, Jakarta, on October 31, 2025.

He urged the collective management organizations (LMK) and national collective management organizations (LMKN) to be transparent when collecting and distributing music royalties.

The division of tasks between LMK and LMKN is regulated in Minister of Law Regulation No. 27 of 2025 concerning the Implementation of Government Regulation No. 56 of 2021 concerning the Management of Copyright Royalties for Songs and/or Music. This regulation revokes the previous Minister of Law Regulation, namely No. 9 of 2022.

It stipulates that LMKN, as an institution under the Ministry of Law, has the authority to collect royalties from commercial users and distribute them to LMK members for further allocation. Members here are the creators of works, copyright holders, and related rights owners.

According to Supratman, this division of tasks is part of the efforts to transform and improve governance and to cease the polemics surrounding music royalties in the country. "So they will have a mutual check and balance," he said.

As the institution authorized to distribute royalties, Supratman stated that LMK must include the names of its members in detail. This data needs to be accompanied by ID cards or tax identification numbers.

"So that we know that those who receive the royalties are indeed the rightful individuals. We don't want it to be given to non-musicians who are not entitled," he emphasized.

He stressed that LMK must establish a transparent system. The Minister even requested the creators to double-check the responsible LMK for the distribution of their royalties.

Previously, Supratman asked for LMK and LMKN to undergo an audit following the complications in music royalty payments. He said the audit was conducted to make payments to music industry stakeholders more transparent.

He stated that the audit was not conducted to find faults, but rather to determine the most appropriate system for collecting royalties. Public demands for music royalties are valid.
