Indonesian Police Arrest Four for Running Online Gambling Site

TEMPO.CO, Jakarta - The Indonesian National Police's Criminal Investigation Department (Bareskrim), through the cyber crime directorate, has arrested four individuals suspected of managing an online gambling site. One of them, identified by the initials QR, is a foreign national from China.

"QR, a Chinese national, played a role as the controller of the online gambling site h55.hiwin.care," said Bareskrim Polri Chief Commissioner General Wahyu Widada in a press conference held at the Bareskrim Polri office on Friday, May 2, 2025.

He stated that the suspects engaged in online gambling practices by using a company as an aggregator or intermediary provider for deposit and withdrawal transactions. The other three suspects are DHS, RJ, and AFA.

Commissioner General Wahyu explained that the arrest of four suspects began with the capture of DHS in Bandung on March 13, 2025. DHS is the director of PT Digital Maju Jaya, which serves as an aggregator in the deposit transactions of the online gambling site h55.hiwin.care.

Subsequently, further investigation led to the arrest of the other three suspects. AFA, RJ, and QR were apprehended on April 30, 2025, in three different areas: Bogor, North Jakarta, and West Jakarta. As Wahyu described, AFA is the director of PT Cahaya Lentera Harmoni, which processes fund withdrawals for transactions on the same online gambling site.

Meanwhile, RJ is a repeat offender and the mastermind behind the creation of companies tasked with finding figureheads to serve as directors for online gambling-affiliated companies. "RJ also acts as a scout for bank accounts to be used in managing online gambling," Wahyu added.

From the suspects, Wahyu mentioned that investigators confiscated evidence, including 18 mobile phones, 32 ATM cards, and over Rp14 billion in cash. The suspects are charged with Article 45 Paragraph 3 conjunction with Article 27 Paragraph 2 of the ITE Law and/or Article 82 and Article 85 of the Fund Transfer Law and/or Article 303 of the Criminal Code, as well as Article 3, Article 4, and Article 5 of the Money Laundering Law (TPPU) with a maximum penalty of 20 years in prison and a maximum fine of Rp10 billion.

Wahyu also said three others are currently on the wanted list. They are identified by the initials T (Chinese), D (Chinese), and FS (Indonesian).
