Profile of Five Licensed Nickel Giants Set to Mine in Raja Ampat

TEMPO.CO, Jakarta - Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia announced that five nickel mining companies currently hold operational permits in Raja Ampat, West Papua.

He explained that two of these companies received permits from the central government, while the other three were granted permits by the local government (pemda).

Below are brief profiles of the companies:

1. PT Gag Nikel

According to Bahlil, PT Gag Nikel has held an operational permit since 2017, under the Decree of the Minister of ESDM Number 430.K/30/DJB/2017, which remains valid until November 30, 2047.

The company holds a Generation VII Contract of Work (KK) covering 13,136 hectares on Gag Island. It received its Environmental Impact Analysis (Amdal) in 2014, followed by an addendum in 2022, and another Amdal Type A addendum issued in 2024 by the Ministry of Environment and Forestry (LHK).

Its Forest Area Borrowing Permits (IPPKH) were granted in 2015 and 2018, and its Work Area Arrangement (PAK) was issued in 2020. As of 2025, PT Gag Nikel’s mining area spans 187.87 hectares, with 135.45 hectares already reclaimed.

The company has not yet begun wastewater disposal activities as it is still awaiting the Operating Certificate (SLO), according to the ESDM Minister.

PT Gag Nikel, a nickel mining company, is headquartered in the Antam Office Building, Tower B, Floor MZ, Jalan TB. Simatupang No. 1, South Jakarta. It holds the Generation VII KK Number B53/Pres/I/1998, signed by the President of Indonesia on January 19, 1998.

Initially, Asia Pacific Nickel Pty Ltd held a 75 percent majority stake in the company, with the remaining 25 percent owned by PT Aneka Tambang (PT Antam Tbk). Since 2008, PT Antam Tbk has taken full ownership after acquiring Asia Pacific Nickel Pty Ltd’s shares.

2. PT Anugerah Surya Pratama (ASP)

PT ASP was granted its Production Operation Mining Business Permit (IUP) by the central government under the Decree of the Minister of ESDM Number 91201051135050013 on January 7, 2024. The permit is valid until January 7, 2034, and covers a 1,173-hectare area on Manuran Island.

In terms of environmental compliance, PT ASP secured its Amdal and Environmental Management and Monitoring Efforts (UKL-UPL) documents in 2006 from the Regent of Raja Ampat.

PT ASP is a subsidiary of PT Wanxian Nickel Indonesia. Based on information from eprints.upnyk.ac.id, PT ASP has been conducting nickel ore mining on Manuran Island since 2006.

3. PT Mulia Raymond Perkasa (MRP)

PT MRP received its IUP through the Decree of the Regent of Raja Ampat Number 153.A in 2013. The permit is valid for 20 years until February 26, 2033, covering an area of 2,193 hectares on Batang Pele Island. According to the Ministry of ESDM, the company is still in the exploration or drilling phase and has yet to secure any environmental documents or approvals.

4. PT Kawei Sejahtera Mining (KSM)

PT KSM obtained its IUP under the Decree of the Regent of Raja Ampat Number 290 in 2013, which remains valid until 2033. The company operates within a 5,922-hectare concession and holds an IPPKH permit issued by the Minister of LHK in 2022. Although operations began in 2023, there are currently no active production activities.

5. PT Nurham

PT Nurham was granted its IUP through the Decree of the Regent of Raja Ampat Number 8/1/IUP/PMDN/2025. The permit is valid until 2033 and covers a total area of 3,000 hectares on Waigeo Island. The company received environmental approval from the Raja Ampat Regency Government in 2013, but has not yet commenced operations.
