ExxonMobil's Cepu Block Generates US$35 Billion for Indonesia's State Revenue

TEMPO.CO, Jakarta - ExxonMobil Cepu Limited (EMCL) announced that the Cepu Block has contributed around US$35 billion, or approximately Rp586 trillion, to Indonesia’s state revenue since it began production.

EMCL operates the Cepu Block, which accounts for up to 30 percent of the country’s total oil output.

The Cepu Block, one of Indonesia’s most productive onshore oil fields, currently contributes up to 30 percent of the country’s total crude oil output, underscoring its strategic importance to the national energy supply and fiscal stability.

“The total contribution to the state through oil and gas revenue sharing (DBH) from the first oil production in 2008 until 2024 has reached around US$35 billion,” said EMCL External Engagement & Socioeconomic Manager Tezhart Elvandiar during a media visit to the Banyu Urip Field in Bojonegoro, East Java, on Tuesday, November 4, 2025.

He added that oil and gas revenue sharing contributes roughly 40 percent to the Bojonegoro regional budget (APBD).

Over 700 Million Barrels Produced

Tezhart noted that the Cepu Block’s cumulative oil production has now exceeded 700 million barrels, surpassing its original target of 450 million barrels.

The Banyu Urip Field, the block’s main production area, currently pumps an average of 150,000 barrels per day.

Production has increased since late June following the implementation of the Banyu Urip Infill Clastic (BUIC) drilling project, which involves seven new production wells developed in collaboration with PT Pertamina Drilling Services Indonesia.

The project, inaugurated by the president earlier this year, aims to counter the natural decline in Cepu’s output.

“We successfully carried out the Banyu Urip Infill Clastic drilling campaign, which was launched by the president to sustain Cepu Block’s production levels,” Tezhart said.

Boost to National and Regional Revenue

Earlier, Minister of Energy and Mineral Resources Bahlil Lahadalia highlighted the significant contribution of Cepu Block to Indonesia’s national income. He said the investment in the area has generated multiple returns for the state.

“This US$4 billion investment has yielded around US$35 billion in state revenue, while also boosting regional income in Cepu and East Java,” Bahlil said during a visit to the Ijen Geothermal Power Plant (PLTP Ijen) in Bondowoso, East Java, on June 26, 2025.

While he did not specify the exact increase in local revenue (PAD), Bahlil emphasized that the Cepu Block’s success has been instrumental in supporting both national and regional economic growth.
