Five Names Placed on Travel Ban List as Indonesia Probes Tax Corruption Case

TEMPO.CO, Jakarta - Indonesia's Attorney General’s Office (AGO) has confirmed that five individuals have been placed on a travel ban list as part of an ongoing investigation into alleged corruption involving the improper reduction of tax obligations between 2016 and 2020.

“It is true that the Attorney General’s Office has requested a travel ban for several parties in connection with alleged corruption that reduced tax payment obligations for companies and taxpayers from 2016 to 2020,” AGO spokesperson Anang Supriatna told Tempo on Thursday, November 20, 2025.

According to data from the Directorate General of Immigration, the travel bans are in effect from November 14, 2025, to May 14, 2026. Those barred from leaving Indonesia are:

  • Ken Dwijugiasteadi, former Director General of Taxation

  • Victor Rachmat Hartono, President Director of PT Djarum

  • Karl Layman, junior tax inspector at the South Jakarta Tax Office

  • Heru Budijanto Prabowo, tax consultant

  • Bernadette Ning Djah Prananingrum, Head of the Semarang Madya Tax Office

The request was issued through reference letter R-1431/D/DIP-4/1/2025 and categorized as a regular preventive measure related to a corruption case.

Acting Director General of Immigration Yuldi Yusman confirmed that the bans are now active. “Yes, the request was submitted, and the bans are in effect,” he said on Thursday.

A law enforcement official familiar with the investigation said prosecutors have searched six locations, including the residence of former tax chief Ken Dwijugiasteadi.

The raids targeted both homes and offices of parties allegedly involved. Prosecutors suspect bribery was used to secure reductions in tax liabilities for certain companies.

No suspects have been named. Anang said the case remains in the general investigation stage, with several witnesses already questioned.

The Directorate General of Taxation has publicly supported the probe. Rosmauli, Director of Outreach, Services, and Public Relations at the DGT, said the institution respects the ongoing legal process.

“We fully respect the independent legal process, and we believe law enforcement is crucial for maintaining the integrity of our institution,” she said on Tuesday, November 18, 2025.
