
TEMPO.CO, Jakarta – Higher Education, Science, and Technology Minister Brian Yuliarto has urged universities across Indonesia to adopt a policy allowing lecturers and education staff to work from home one day a week, as part of broader adjustments to academic and administrative work patterns.
Brian said campuses are expected to arrange schedules so that lecturers and non-teaching staff can work remotely on the same designated day each week.
“We are also following the directive that education staff and lecturers do not need to come to campus and can work from home,” Brian said at the Presidential Palace complex in Jakarta on Monday, April 6, 2026.
He said the implementation of the policy would be left to each university, but encouraged campuses to consolidate teaching and work schedules into four on-campus days, leaving one day for remote work.
“Perhaps academic activities can be arranged over four days, with one day allocated for work from home,” Brian said.
He expressed hope that a more concentrated class schedule would allow universities to maintain the Tri Dharma of Higher Education — teaching, research, and community service — without disruption.
“This should not reduce learning outcomes. It must not affect the quality of teaching,” he said.
The policy is outlined in Circular Letter No. 2 of 2026, issued by the Ministry of Higher Education, Science, and Technology, which regulates adjustments to work patterns within the ministry and academic activities at universities.
The circular sets out guidelines for remote work for lecturers and education staff, as well as distance learning arrangements for students.
Under the policy, remote learning is primarily intended for fifth-semester students and above, as well as postgraduate students. However, courses that require physical attendance, such as practicums, workshops, studio classes, and clinical sessions, are exempt from the rule.
In addition to adjusting work and class schedules, the circular, dated April 2, 2026, also instructs universities to optimize the use of digital platforms for academic and administrative activities.
