TEMPO.CO, Jakarta - Minister of Agriculture Zulkifli Hasan (Zulhas) stated that the Indonesian government is accelerating the development of waste-to-energy projects in 30 locations across the country. He mentioned that the acceleration is a direct order from President Prabowo to address the waste emergency, especially in areas with daily waste accumulation exceeding 1,000 tons.
"On the president's orders, we are accelerating the development of waste-to-energy to resolve the waste emergency," said Zulhas, as quoted by Antara on Tuesday, March 31, 2026.
He explained that the initial plan for waste-to-energy development was proposed in around 34 locations, which later changed to 33 locations covering 61 areas (districts/cities). However, several locations were combined into service areas, resulting in 30 projects.
According to him, despite the 30 projects, they cover 61 districts and cities through a territorial consolidation approach within one project. "Today we have completed 30. However, these 30 actually consist of 61 districts/cities, amounting to 30 due to some agglomerations or combinations," Zulhas said.
He mentioned that the waste-to-energy projects have a processing capacity of approximately 14.4 million tons of waste per year, equivalent to 22.5 percent of the national waste accumulation. Zulhas estimated that 77.5 percent of the remaining waste would be addressed through alternative methods, including management in office sectors, markets, schools, and public facilities.
"About 77.5 percent of this is in urban areas, industrial areas, villages/districts, other than households. We will complete this within 4 years. The technology is already available," he said.
He emphasized that the government already has various waste processing technologies, such as refuse-derived fuel (RDF) and composting, which can be applied according to the needs of each region. "We already have the technology. Whether it's waste to energy, RDF, or compost, as long as we're willing, we can resolve this waste," Zulhas stated.
Zulkifli Hasan further explained that several projects have entered the advanced stage, including those that have completed the bidding process. He mentioned that four locations that have entered the tender stage are Denpasar Raya, Kota Bekasi, Bogor Raya, and Yogyakarta.
Furthermore, additional projects such as Palembang, Tangerang Selatan, Makassar, Lampung Raya, Semarang Raya, Surabaya Raya, and Medan have been verified and are ready to enter the auction stage. According to him, the government plans to begin operating the initial stage projects in 2027 and to complete the remaining projects by May 2028.
Additionally, Zulhas asserted that the development of waste-to-energy technology is part of the government's initial strategy for dealing with the national waste issue more systematically. The government hopes that this acceleration will make waste management more effective in various areas and improve environmental quality.
