TEMPO.CO, Jakarta - The Indonesian government is refining its plan to implement a single salary system for civil servants (ASN). This system aims to simplify income components and improve the welfare of public employees.
The Director of Budget for the Economy and Maritime Affairs at the Ministry of Finance, Tri Budhianto, stated that the single salary system is part of the government's efforts to ensure that ASN's income rights are fully and transparently granted.
"Actually, from our understanding, the single salary is one way for the government to truly ensure that the salary is in accordance with what the employees are entitled to," Tri said during the Media Gathering event at the Ministry of Finance in Jakarta on Friday.
Tri added that the Ministry of Finance, along with the Ministry of Administrative and Bureaucratic Reform (PANRB), continues to discuss the technical design of the system's implementation.
"This is still a work in progress; we have also communicated with the PANRB Ministry to ensure that our salary system uses a single salary," he said.
The implementation of the single salary is also considered to simplify various allowances that have been separate components of ASN salaries.
"Actually, fundamentally, as far as I can remember, we have also long wanted everything to be under a single salary, everything, as one framework for our income," said Tri.
Furthermore, regarding the increase in ASN salaries, he mentioned that there is currently no official decision for the 2026 fiscal year.
From a fiscal planning perspective, the government will prioritize the state budget when determining salary increase policies.
"If we look at all aspects of the state budget, it will depend on the government's current priorities. If at that time, raising salaries is a priority for the government, I am confident that it will be considered and included in next year's budget. But if we talk about 2026, as far as I can remember, it's not visible in the financial notes related to salary increases," he added.
