Israeli-Palestinian Two-State Solution: Who Voted Against or Abstained?

TEMPO.CO, JakartaTo help gradually end the nearly 80-year conflict between Israel and Palestine, the United Nations voted strongly in favor of a two-state solution to the Israel-Palestinian conflict. On Friday, September 12, 2025, the UN General Assembly endorsed the “New York Declaration,” a plan sponsored by France and Saudi Arabia.

The declaration condemns attacks and military strikes carried out by both Hamas and Israel. It specifically references the October 7, 2023 attacks, in which Hamas-led militants killed approximately 1,200 people and took 250 hostage in Israel. On the other hand, according to Newsweek citing The Associated Press, Israel's subsequent genocide has resulted in the deaths of over 64,000 Palestinians.

Prior to the vote, Israeli Prime Minister Benjamin Netanyahu declared, “There will be no Palestinian state,” during an event in Maale Adumim, an Israeli settlement just east of Jerusalem. Echoing that stance, Israel's UN Ambassador Danny Danon dismissed the resolution as "theater," claiming the only beneficiary would be Hamas.

"This one-sided declaration will not be remembered as a step toward peace, only as another hollow gesture that weakens this assembly's credibility," he said.

As Israel’s closest ally, the United States shared a similar view. U.S. Mission Counselor Morgan Ortagus called the resolution "yet another misguided and ill-timed publicity stunt that undermines serious diplomatic efforts to end the conflict." She added, "Make no mistake, this resolution is a gift to Hamas."

In contrast, Palestinian UN Ambassador Riyad Mansour welcomed the broad support for the resolution, saying it reflects "the yearning of almost everyone, the international community, to open the door for the option of peace."

He added, "We invite a party that is still pushing the option of war and destruction, and attempts to eliminate the Palestinian people and steal their land, to listen to the sound of reason—to the sound of the logic of dealing with this issue peacefully, and for the overwhelming message that has resonated in this General Assembly today."

According to CBS News and Newsweek, out of 193 UN member states, 142 voted in favor, 10 opposed, and 12 abstained. The United States was among the countries that voted against it, arguing that Palestinian statehood should come through direct negotiations with Israel rather than unilateral recognition.
