
TEMPO.CO, Jakarta - Jakarta Governor Pramono Anung backs a smoking ban proposal for nightlife venues in the region, including karaoke places, nightclubs, and cafes with live music performances.
The governor conveyed his support during a plenary meeting with the Jakarta Regional House of Representatives (DPRD) earlier this week, which saw a discussion on the drafting of regional regulation on smoke-free zones in Jakarta.
The Jakarta DPRD suggested the inclusion of nightlife venues in the region's smoke-free zones bill, as confirmed by Pramono in a written statement on Friday, May 30.
According to Pramono, global cities have banned smoking in night entertainment venues such as bars and nightclubs, citing cities like Tokyo in Japan, Seoul in South Korea, and San Jose in the United States as examples.
Pramono said the Smoke-Free Zones Bill in Jakarta is aligned with the 1945 Constitution, Health Law Number 17 of 2023, and several others, including the joint regulation of the Health Minister and Home Affairs Minister No. 188/Menkes/PB/I/2011 and Number 7 of 2011 concerning the guidelines for the Smoke-Free Zones implementation.
"This policy is a strategy for protecting public health with a proportional and just approach," said the Indonesian Democratic Party of Struggle (PDI-P) politician.
Nevertheless, Pramono conceded that the government agrees with the continued operations of the tobacco industry—an export commodity. Still, he said, tobacco consumption in public spaces and certain facilities must be controlled.
The regulation on Smoke-Free Zones in Jakarta, Pramono said, would incorporate health protection efforts, especially for those under 21 years old and pregnant people.
He hoped for effective socialization of the regulation once the provisions were drafted. "Including the involvement of public figures, community organizations, dissemination by non-governmental organizations, as well as collaboration with local media and digital influencers," said the former cabinet secretary.
Meanwhile, Andika Wisnu Putra, a member of the Democratic Party Faction of the Jakarta DPRD, mentioned that the Smoke-Free Zones regulation would require more specific limitations, such as the distance between smoke-free zones and sensitive facilities such as schools, children's playgrounds, and places of worship.
Andika said his faction is pushing for the regulation on smoke-free zones to be swiftly ratified as a concrete step in "addressing the health emergency."
