Optimism from the Indonesian Finance Minister Regarding Consumer Confidence in October 2025

TEMPO.CO, Jakarta - Indonesian Finance Minister Purbaya Yudhi Sadewa revealed the reasons why he is optimistic that the Consumer Confidence Index (CCI) will increase in October 2025. According to a Bank Indonesia (BI) survey, the CCI in September 2025 was recorded at 115, a decrease from the previous month's level of 117.2

According to Purbaya, the economic condition in September is still slowing down, causing people to lose hope. He stated, "That's why you see very lively demonstrations. And the danger back then, if it's not reversed, it will continue to decline and instability will continue to increase. But October is different. We have slightly reversed the optimism," Purbaya told the media at the Deposit Insurance Corporation office in Jakarta on Wednesday, October 8, 2025.

Regarding public pessimism about job availability, Purbaya mentioned that the government is attempting to revive the economy, one of which is through the stimulus launched in the 8+4+5 economic package.

One of the stimuli provided in the economic package is an internship program for college graduates. In this program, interns will receive a salary equivalent to the city or district's minimum wage.

Purbaya's statement responds to the BI survey results for September 2025. "Bank Indonesia's Consumer Survey in September 2025 indicates that consumer confidence in the economic condition remains intact," said BI Executive Director of the Communications Department Ramdan Denny Prakoso in an official statement on Wednesday, October 8, 2025.

Denny stated that consumer confidence is still intact and supported by the Current Economic Index (CEI) and the Consumer Expectations Index (CEI) which remain at optimistic levels. Despite still being in the optimistic zone, CEI and CEI both declined in September 2025. CEI declined from 105.1 in the previous month to 102.7 in September, while CEI declined from 129.2 to 127.2.

According to expenditure groups, consumer confidence in September 2025 was in the optimistic level for all groups. The highest CCI was recorded for respondents with expenditures above Rp 5 million, at 124.8. This was followed by respondents with expenditures of Rp 4.1-5 million, recorded at 118.

In the CEI component, the Availability of Job Opportunities Index (AJOI) is still at a pessimistic level, at 92.0. This position decreased from the previous month's level of 93.2. Meanwhile, in the CEI component, the Expectation of Job Availability Index (EJOAI) was recorded at 123.1, an increase from the previous month's level of 122.8.
