Saudi Arabia Eyes Deeper Infrastructure, Clean Energy Ties with Indonesia

TEMPO.CO, Jakarta - Indonesia's Ministry of Public Works and Housing (PUPR) is preparing for a bilateral meeting with the Saudi Arabian government to explore cooperation in the fields of infrastructure, water management, and clean energy.

A Saudi delegation is scheduled to visit Indonesia on Thursday, October 23, 2025.

Public Works Minister Dody Hanggodo said he would lead Indonesia’s delegation during the talks. One of the key topics on the agenda will be Indonesia’s support for Saudi Arabia’s preparation to host the 11th World Water Forum (WWF) in Riyadh in 2027.

Indonesia previously hosted the 10th WWF in Bali in 2024, which Dody said was a success and a valuable experience to share.

“Indonesia warmly welcomes and fully supports Saudi Arabia as the host of the 11th World Water Forum,” Dody said in a written statement on Saturday, October 18, 2025.

He added that the ministry has prepared a series of project presentations and proposals to offer to potential Saudi partners and investors. Among the projects to be presented are:

  • Irrigation Infrastructure Project (Sharia Scheme) valued at Rp1.65 trillion

  • Leuwikeris Hydroelectric Power Plant (7.4 MW) worth Rp256.9 billion

  • Tiga Dihaji Hydroelectric Power Plant (40 MW) worth Rp920 billion

  • Mini Power Plant Project worth Rp38.7 billion

Several of these projects fall under the ministry’s 2025–2029 strategic plan, which emphasizes six key missions, including water resilience, sustainable development, and green financing.

Through the Public-Private Partnership (PPP) mechanism, Dody said the government hopes to attract investment from institutions such as the Saudi Fund for Development (SFD) and the Public Investment Fund (PIF).

“The cooperation between Indonesia and Saudi Arabia is not only about building infrastructure, but also about creating a sustainable future and delivering tangible benefits to the people,” Dody said.
