Sri Mulyani: 'More New Agencies Will be Established Under Prabowo's Administration'

TEMPO.CO, Jakarta - Indonesia's Finance Minister Sri Mulyani Indrawati said new agencies are likely to be established under President Prabowo Subianto’s administration. Her remarks came amid reports about the planned formation of a National Revenue Authority (BOPN).

"You've all seen that in recent years and going forward, new institutions will be established. Not just ministries, but also other types of agencies," the former World Bank managing director said during the inauguration of non-echelon officials at the Finance Ministry office, as quoted from the ministry's YouTube channel on Monday, June 16.

According to her, these institutions fall into two categories. The first type has an organizational structure similar to or directly linked with ministries and other government bodies.

"There will be strict institutions such as agencies that are structured like ministries or directly affiliated with them. But there will also be quasi-agencies: neither government, nor corporations," she said.

She did not specify which agencies the government plans to establish. She only explained that these new institutions would pose new challenges to the management of state finances. "They will undoubtedly create a lot of complications and new challenges, particularly in treasury and financing management," she said.

Since taking office, President Prabowo has already established six new agencies. These include the Hajj Management Agency; Daya Anagata Nusantara Investment Authority (Danantara); the Poverty Alleviation Acceleration Agency; the Halal Product Assurance Agency; the Special Investigation and Development Control Agency; and the National Nutrition Agency.

Prabowo is also reportedly planning to establish the National Revenue Authority (BOPN). This was revealed by Edi Slamet Irianto, a former member of the National Campaign Team Expert Council, during an investment forum held by the Nahdlatul Ulama Scholars Association (ISNU) on June 11.

In his presentation, Edi stated that the National Revenue Agency (BOPN) would be headed by an official with a ministerial-level rank, supervised by a board consisting of the Coordinating Minister for the Economy, the Commander of the Indonesian Armed Forces, the Chief of Police, the Attorney General, the Head of the Financial Transaction Reports and Analysis Center (PPATK), and four independent members. The structure would also include two deputy chiefs, a principal inspector, a principal secretary, and a number of deputy positions.

Prabowo had previously outlined the agency's formation in Presidential Regulation No. 12 of 2025 on the National Medium-Term Development Plan for 2025 to 2029. That regulation stipulates the National Revenue Authority is expected to raise the state revenue-to-GDP ratio to 23 percent.
