Bali Immigration Deports Four Foreigners from Bonnie Blue Management

TEMPO.CO, Jakarta - Bali's Ngurah Rai Immigration Office has deported four foreign nationals who were part of the management of "Bonnie Blue" following proven traffic violations and misuse of their residence permits. This enforcement action was executed after the Badung Police completed all legal processes for the minor criminal offenses.

Badung Police Chief Commissioner M. Arif Batubara explained that the case originated from public reports concerning the activities of Tia Emma Billinger (TEB), alias Bonnie Blue, a British adult content creator. The initial reports mentioned a hotel in Canggu refusing to accommodate Bonnie Blue due to her history of inappropriate content. The police subsequently launched an investigation.

A joint team from the Badung Police visited a studio in Pererenan, Badung, on Thursday, December 4, 2025. During the operation, officials secured 20 foreign nationals. Sixteen were processed as witnesses participating in an online game event, while the remaining four were detained for further proceedings. The four deported individuals are TEB alias Bonnie Blue (26, British), LAJ (27, British), INL (24, British), and JJT (28, Australian).

Arif clarified that the police did not find elements of pornography in the case. While digital forensics discovered personal videos on Bonnie Blue's phone, the videos were for personal consumption and had not been disseminated, thus not meeting the criminal criteria under the Pornography Law or the Electronic Information and Transactions or ITE Law.

Nevertheless, the police determined that the four foreign nationals had violated public order. They were found to have used an open pickup truck labeled "BONNIE BLUE's BANGBUS" to travel around Bali for content production purposes.

The Denpasar District Court, through a minor criminal offense trial on Friday, December 12, 2025, found TEB and LAJ guilty of violating Article 303 in conjunction with Article 137 of the Traffic and Road Transportation Law. The judges ruled that they endangered public safety by using an open truck to transport people.

The Head of Ngurah Rai Immigration Office, Winarko, stated that his office immediately imposed Immigration Administrative Actions following the court’s ruling. Examination results confirmed that all four foreign nationals entered Indonesia using a Visa on Arrival but were engaged in commercial content production activities, which is not permissible under a tourist residence permit.

"We deported JJT and INL and placed their names on the travel ban list based on Article 75 paragraph (1) in conjunction with Article 122 letter a of the Immigration Law," Winarko stated in a written release on Saturday, December 13, 2025. "Meanwhile, regarding TEB and LAJ, we imposed layered sanctions for immigration violations and the legal offenses ruled by the court."

The Immigration Office deported the four foreign nationals through I Gusti Ngurah Rai International Airport on Friday, December 12, 2025, and they have been placed on the travel ban list. The police and Immigration officials affirmed their joint commitment to maintaining public order and urged all tourists to respect the laws and local wisdom of Bali.
