TEMPO.CO, Jakarta - The Center for Economic and Law Studies (Celios) has found that the public is dissatisfied with the performance of President Prabowo Subianto and Vice President Gibran Rakabuming Raka one year into their term. The conclusion is based on a survey involving 120 journalists and 60 media organizations.
In the survey, the average rating given by the respondents for Prabowo-Gibran's one-year performance is 3 out of 10. "To put it simply, the public is disappointed with the work of Prabowo-Gibran and their cabinet," said Celios researcher Galau D. Muhammad during a discussion in Tebet, Jakarta, on Saturday, October 25, 2025.
According to Galau, the public is more disappointed with Prabowo-Gibran's performance compared to their first 100 days in office. In a previous assessment conducted by Celios during the first 100 days of the Red and White Cabinet, Prabowo received a rating of 5 out of 10, while Gibran received a rating of 3 out of 10. These ratings have now dropped to 3 out of 10 for Prabowo and 2 out of 10 for Gibran.
Galau mentioned that a similar result was found when the ministers were assessed in a separate survey. From September 30 to October 13, 2025, the second survey was conducted with 1,338 respondents from urban and rural areas.
In both surveys involving experts and the general public, Minister of Energy and Mineral Resources Bahlil Lahadalia received the lowest rating. This placed Bahlil as the president's assistant with the worst performance (rating of -151), followed by the Head of the National Nutrition Council (rating of -81) and Minister of Human Rights Natalius Pigai (rating of -79).
According to Celios's survey results, 98 respondents believe that the government should streamline the ministry and agency structure. Celios noted that there are currently 140 public officials assisting the head of state, including ministers, deputy ministers, presidential envoys, and presidential advisors, all paid from the state budget.
If Prabowo does not overhaul the cabinet and remove ministers deemed problematic, Galau suggests he could lose support for the 2024 presidential election. According to the Celios survey, Prabowo's electability has declined by 34 percent.
"So, 34 percent of respondents who were very confident in choosing Prabowo in the 2024 election are now reconsidering due to the current economic conditions," he said.
Based on this, Galau urges Prabowo to evaluate the government's performance in its first year. However, if there is no cabinet reshuffle, he suspects that the government is facing the problem of having many incompetent officials.
