TEMPO.CO, Jakarta - The Jakarta Provincial Government did not receive recommendations from the Ministry of Environment and Forestry for the construction of the Waste to Energy Processing (PSEL) due to land limitations. Managing Director of Investment at Danantara Indonesia, Stefanus Ade Hadiwidjaja, suggested that the provincial government should purchase land from private entities to meet the required size.
"If private entities are willing to provide land, it can be sold to the local government," he said when met at Wisma Danantara Indonesia on Monday, November 3, 2025.
However, Stefanus mentioned that the local government's purchase of land from private entities does not make them contractors for the project. The provision of land for PSEL must come from the local government.
This regulation is stipulated in Article 4, Paragraph (2) of Presidential Regulation (Perpres) Number 109 of 2025 concerning Urban Waste Management through Waste Processing into Environmentally Friendly Technology-based Renewable Energy. The goal is to resolve the waste issue by 2029. "The perpres states that the land should come from the local government," said Stefanus.
Previously, Jakarta did not receive recommendations for the construction of a PSEL because the proposed land size was only 3.05 hectares. The location in Sunter, North Jakarta, is also close to densely populated residential areas. Its proximity to the Jakarta International Stadium (JIS) is also considered unfeasible.
Head of the Jakarta Provincial Environmental Agency, Asep Kuswanto, had hoped for a solution involving private entities for constructing the waste-to-energy facility. "Hopefully, we can not only build PSEL in Sunter, but also in other locations, including in the Bantargebang Landfill," he said when met at the Jakarta City Hall on Friday, October 24, 2025.
On the other hand, the Ministry of Environment and Forestry suggested that the PSEL site should be 4-5 hectares. Despite the limited land, the Jakarta Environmental Agency claims it can process 2,000 to 2,200 tons of waste per day and generate 35 megawatts of electricity.
Danantara ensures that there will be additional stages, allowing local governments that were not initially selected to still build PSELs. Moreover, this project is a priority for up to 34 regions.
