Energy Minister Unveils Strategies for Achieving Energy Security

TEMPO.CO, Jakarta - Deputy Minister of Energy and Mineral Resources (ESDM) Yuliot Tanjung outlined several steps the government is taking to realize energy resilience. Yuliot stated that energy resilience has now become a national policy priority due to its crucial role in various aspects, from the economic to security sectors.

"In line with the national priority programs, to achieve national resilience, including national security, there must be independence in the energy sector," said Yuliot while speaking at a KataData Indonesia seminar, quoted from a written statement on Friday, July 11, 2025.

He added that energy independence also includes the development of a green economy and the sustainability of downstream programs. However, according to Yuliot, efforts toward national energy resilience still face significant challenges. These include uneven energy access throughout Indonesia, global geopolitical uncertainties that impact energy supply, and high dependence on energy imports.

Additionally, the government faces a heavy fiscal burden due to energy subsidies, as well as the target to achieve a 23 percent New and Renewable Energy composition by 2025.

Government Strategies for Energy Resilience

To address these challenges, Yuliot said that the government is preparing a series of strategies as follows:

1. Increased Oil Lifting and Gas Infrastructure

Yuliot explained that the government's medium-term target is to increase oil production (lifting) to 1 million barrels per day (bopd) and gas to 12 billion cubic feet per day (MMSCFD) by 2030. At the same time, he said, infrastructure development such as gas pipeline networks continues to be accelerated, including the Cirebon-Semarang pipeline project spanning 325 km and the Dumai-Sei Mangke pipeline project spanning 555 km.

2. Strengthening the Electricity Supply

He noted the government has also ratified the Electricity Supply Business Plan (RUPTL) for the 2025-2034 period. This document targets an additional 69.5 gigawatts (GW) of power plant capacity, the construction of a transmission network spanning 47,758 kilometers of circuit, and substations with a total capacity of 107,950 megavolt-amperes (MVA).

3. Expansion of New and Renewable Energy 

Another key strategy is the increased utilization of new and renewable energy to reduce dependence on fossil energy while creating new job opportunities through the biodiesel program.

"For the additional biodiesel program, besides achieving energy resilience, there will also be an increase in job opportunities," said Yuliot.

The government also targets the implementation of 40 percent biodiesel (B40) in 2025 and B50 in 2026. In addition, EBT capacity in the electricity sector is projected to reach 42.6 GW by 2034. To support the achievement of this target, he said, the government will regularly evaluate the readiness of the industry and the availability of domestic raw materials.
