TEMPO.CO, Jakarta - Coordinating Minister for Food Affairs Zulkifli Hasan targets Indonesia to have at least 30 waste incinerators by the end of 2027. "Insya Allah, we will have at least 30 waste-to-energy incinerators; our waste will be converted into power," said Zulkifli during the first anniversary celebration of the Coordinating Ministry for Food Affairs at Graha Mandiri on Tuesday, October 21, 2025.
Zulkifli, familiarly known as Zulhas, said incinerators are integral to the waste-to-energy project. Managed by Danantara, the program aims to convert one thousand tons of waste per day into electricity for 20 thousand households.
He mentioned that other countries have been using incinerators for 20 years, adding that it took Indonesia 11 years to obtain a permit for its use.
The National Mandate Party politician explained that the government has established 14 waste-to-energy processors. He estimated that Indonesia would have a total of 34 incinerators within a month. "So, the permit process will be completed in three months," he said.
The waste-to-energy program is set to launch in November 2025, and the program tender will commence at the end of October 2025.
Citing Danantara's press release, each waste processing facility has a capacity of one thousand tons per day and can generate 15 megawatts of electricity, enough to supply 20 thousand households.
This waste-to-energy power plant lines up with Indonesia's renewable energy program. Danantara CEO Rosan Roeslani emphasized that this step is in line with the increasingly massive utilization of renewable energy sources.
According to him, the waste-to-energy project will bring good news for local governments because there will be no more obligation for the waste management tipping fee. "This mechanism will be fully covered by the State Electricity Company (PLN) with subsidies from the central government. This eases the local budget while strengthening the project's sustainability," said Rosan.
The ten regions where the waste-to-energy project is being developed are Tangerang, Bekasi, Jakarta, Bandung, Yogyakarta, Semarang, Surabaya, Medan, Bali, and Makassar.
One of the major sources of funding for the project is the Patriot Bonds, worth Rp50 trillion, purchased by tycoons, although Rosan did not specify the details.
"I can say that the big players are all involved, from Japan, China, the Netherlands, Germany, and Singapore," he said. "Our target is to complete the construction within two years."
