KPK Names North Sumatra Public Works Agency Chief and Four Others as Corruption Suspects

TEMPO.CO, Jakarta - The Corruption Eradication Commission (KPK) stated that the head of the Province of North Sumatra Public Works and Spatial Planning Agency (PUPR), Topan Obaja Putra Ginting, was promised a share of around 4-5 percent from a road construction project worth Rp231.8 billion. Topan was caught red-handed during the KPK's operation on Thursday evening, June 26, 2025.

The Acting Deputy of Enforcement and Execution, Asep Guntur Rahayu, said that the head of the agency had been designated as a suspect in this case.

"There are calculations, such as the head of the agency being given around 4 to 5 percent of the project value. Roughly speaking, from the Rp231.8 billion, 4 percent of it is around Rp8 billion," said Asep during a press conference at the KPK Red and White Building on Saturday, June 28, 2025.

The road construction project with a total value of Rp231.8 billion consists of work in the environment of the North Sumatra Provincial PUPR Agency. Namely, the construction of the Sipiongot-Labusel Border Road section worth Rp96 billion and the construction of the Hutaimbaru-Sipiongot Road section with a budget of Rp61.8 billion.

Furthermore, there are also projects located in Satker PJN Region I of North Sumatra, including the preservation of the Simpang Kota Pinang-Gunung Tua-Simpang Pal XI Road for the 2023 fiscal year worth Rp56.5 billion, a similar project for the 2024 fiscal year worth Rp17.5 billion, as well as rehabilitation and handling of landslides on the same road section for the 2025 fiscal year.

In addition to Topan, the KPK also designated four other suspects in this case. They are:

1. The Head of UPTD Gunung Tua, North Sumatra PUPR Agency who also serves as the Commitment Maker Official, Rasuli Efendi Siregar.

2. The Commitment Maker Official at the PJN Unit, Region I of North Sumatra, Heliyanto.

3. The President Director of PT DNG, M. Akhirun Efendi Siregar.

4. The Director of PT RN, M. Rayhan Dulasmi Pilang.

All of them are suspected of being involved in the criminal act of corruption in the form of bribery related to road construction projects in the environment of the North Sumatra PUPR Agency and the National Road Development Unit (PJN) Region I of North Sumatra.

Akhirun and Rayhan acted as the bribe givers in two projects, namely the project at the North Sumatra Public Works and Spatial Planning Agency (PUPR) and the project at the National Road Development Unit (Satker) PJN Region I of North Sumatra. Meanwhile, Topan and Rasuli are suspected as bribe recipients.

Asep explained that the case began with the withdrawal of around Rp 2 billion, which was suspected to have come from the President Director of PT DNG, Akhirun, and the Director of PT RN, Rayhan. The money was planned to be distributed to several parties, including the other three suspects, namely Topan, Rasuli, and Heliyanto, so that Akhirun and Rayhan could obtain road construction projects.

Asep explained that Akhirun and Rayhan gave a sum of money to Rasuli through a bank transfer as an effort to obtain a project at the North Sumatra PUPR Agency. In this case, Rasuli ensured that Akhirun was appointed as the contractor or project provider without going through the appropriate procurement procedures and mechanisms for goods and services.

Rasuli's actions were carried out at the request of Topan, as the Head of the North Sumatra Provincial PUPR Agency. This process began in April, and the road construction project was planned to be auctioned in June 2025.

After that, Akhirun asked his staff to coordinate with Rasuli and the UPTD team to prepare various technical requirements for the e-catalog process. After that, Akhirun, along with Rasuli and the UPTD staff, arranged things in such a way that PT DNG could win the project to develop the Sipiongot-Labusel Road. As for the other projects, they agreed to stagger their presentations by about one week to avoid suspicion.

Meanwhile, for the second project, which involved the construction of roads in the PJN Region I of North Sumatra, the company owned by Akhirun and Rayhan had already secured the job. Asep explained that Heliyanto, in his capacity as the Commitment Maker Official at the PJN Region I Unit of North Sumatra, received a sum of Rp120 million from Akhirun and Rayhan. The receipt of the money took place from March 2024 to June 2025. In return, Heliyanto was suspected of arranging the e-catalog process so that PT DNG and PT RN were selected as project implementers.

Asep stated that the share for the Head of the North Sumatra PUPR was planned to be given gradually after the road construction project in North Sumatra had been completed.
