Roblox Age Limits Fall Short of Indonesia's Child Safety Rules, Says Minister

TEMPO.CO, Jakarta - The Ministry of Communication and Digital (Komdigi) has stated that Roblox has failed to meet the provisions in Government Regulation No. 17 of 2025 concerning the Governance of Electronic Systems in Child Protection (PP Tunas). Several feature adjustments made by the gaming platform are considered insufficiently aligned with Indonesia’s child protection standards.

Komdigi Minister Meutya Hafid acknowledged that Roblox has introduced global regulatory changes from its headquarters in the United States. The virtual universe provider has recently debuted two types of age-based accounts: Roblox Kids and Roblox Select.

"Even though it is a global policy, we remind them to also adhere to Indonesian regulations through PP Tunas, particularly in terms of high-risk indicators," said Meutya during a press conference at the Komdigi office in Jakarta on April 14, 2026.

According to Meutya, Komdigi still finds gaps in Roblox's new policy, specifically regarding communication features that remain risky for children. "We still find that such adjustments allow communication or chats with unknown individuals," she said.

This specific issue remains a main concern for parents in Indonesia, so the government cannot yet confirm that Roblox complies with the rules. Meutya stated that the ministry is currently unable to accept Roblox's proposal regarding compliance with PP Tunas. Nevertheless, she mentioned that the company has shown goodwill.

"We believe that Roblox will continue to make improvements in the future to fully comply with PP Tunas," she said.

To date, several digital platforms have declared their commitment to comply with PP Tunas, namely X, Bigo Live, TikTok, and all Meta services, including Instagram, Facebook, and Threads. Other major players, such as YouTube and Roblox, are cited as having not yet met these provisions.

For context, the Roblox Kids accounts are designed for children up to 12 years old, while Roblox Select is intended for those aged 13 to 15. This policy is accompanied by an age verification system using facial estimation to ensure that users only access content appropriate for their age group.
