1. Vermont - Score: 67.22
Safety has long attached to Vermont’s name, and in the latest report, the Green Mountain State continues to lead the pack of the safest states in America.
The northeast state’s leading position is bolstered by standout scores across indicators, including the highest in road safety. It’s known to have the country’s second-best road quality, as well as very low motor-vehicle fatalities.
Vermont also ranks 1 in financial safety, with an unemployment rate standing at 2.3%. This, combined with having one of the best job growths, help Vermonters in keeping the state’s stable economy which ultimately promotes social cohesion and sees low crime.
2. Massachusetts - Score: 66.65
Securing the second spot is Massachusetts, with a total score of 66.65. Despite being home to densely populated cities such as Boston, the state ranks high in personal and residential safety.
Massachusetts enforces some of the strictest gun control laws in the country and recorded the eighth-fewest mass shootings between June 2023 and June 2025.

3. New Hampshire - Score: 65.75
New Hampshire’s appearance among the safest states in America marks the second and final entry from New England on the list. The state consistently performs well in personal and residential safety, supported by low violent crime rates that’s 69% below the national figures.
It also has the fewest mass shootings between June 2023 and June 2025, along with the fewest murders and second-fewest aggravated assaults per capita.
Financially, New Hampshire is just as secure. The state maintains an unemployment rate of 2.6% and the lowest poverty rate in the country, factors that help residents remain financially stable and current on household expenses.
More than just figures, nearly 79% of residents report feeling that they live in safe neighborhoods.
4. Maine - Score: 64.69
Maine continues to stand out in personal and residential safety metrics. The state has recorded a decline in its crime rate, which, according to the Maine Morning Star, stood at 28.83 crimes per 1,000 people in 2024.
Complementing this strong performance is Maine’s solid showing in emergency preparedness. Its healthcare system is regarded as high-quality, supported by reliable access to medical services.
5. Utah - 62.88
Rounding out the top five, Utah performs strongly in emergency preparedness. The state ranks third nationally and has experienced a relatively low incidence of climate disasters causing $1 billion or more in damages between 1980 and 2024.
Utah also posts strong results in workplace safety and road safety, ranking fifth and sixth, respectively. As noted by Visit Utah, the state enforces the strictest DUI limit in the country, a measure that helps deter impaired driving and reduce road-related incidents.
