US-Iran First Round of Talks Ends With 'Encouraging Progress'

TEMPO.CO, Jakarta - The first round of talks between the United States and Iran concluded in Bürgenstock, Switzerland, with mediators Qatar and Pakistan saying the discussions resulted in “encouraging progress” toward a possible agreement, as quoted by DW.

“The Lake Lucerne Summit was conducted in a positive and constructive atmosphere. Encouraging progress has been made including the creation of a mechanism for further technical talks,” a joint statement issued by Pakistan’s Foreign Ministry on Monday, June 22, said.

The mediators said both delegations agreed to establish a “High Level Committee” to provide political oversight of the mediation process.

“Chief negotiators will report regularly to the High Level Committee and lead working groups focused on nuclear, sanctions, and a monitoring and dispute resolution group to ensure the effective implementation of the MoU, and on other matters,” the statement said.

The memorandum of understanding (MoU) signed last week includes a commitment to reach a final agreement within 60 days, as well as an end to fighting on “all fronts,” including in Lebanon, and the reopening of the Strait of Hormuz.

The two sides agreed on a roadmap aimed at reaching a final deal within 60 days, which would pave the way for further technical negotiations.

“A communication line between the parties has been formed for the period mentioned in paragraph 5 of the MoU to avoid incidents and miscommunication with the aim of safe passage for commercial vessels through the Strait of Hormuz,” the statement said.

The delegations also agreed to establish a “de-confliction cell” involving the United States, Iran, Lebanon, and the mediators to ensure compliance with the termination of military operations in Lebanon under the MoU.

Technical discussions are expected to continue throughout the remainder of the week.

Iranian Foreign Minister Abbas Araghchi said the talks had produced “major progress,” crediting mediation efforts by Qatar and Pakistan.

“Pakistani and Qatari mediation has delivered major progress to end Lebanon War,” Araghchi said in a post on X.

“Oil and petrochem exports are waived, blockade lifted, some frozen assets released, and major reconstruction and development plan launched for Iran,” he added.

Araghchi said the first major test of the agreement would be the “Lebanon deconfliction cell.”

Since the MoU was signed, fighting between Hezbollah and Israeli forces in southern Lebanon has intensified, alongside Israeli airstrikes that Lebanon’s Health Ministry said killed dozens of people, including women and children.

The escalation prompted the United States to announce a new ceasefire between Israel and Hezbollah on Friday. Continued clashes and airstrikes later led Iran to announce on Saturday that it had closed the Strait of Hormuz, although vessel tracking data showed ships continued to pass through the strategic waterway.
