10 Regions Selected for Danantara's Ambitious Waste-to-Energy Project

TEMPO.CO, Jakarta - Chief Executive Officer of Indonesia's sovereign wealth fund Danantara, Rosan Roeslani, has revealed that the company has identified 10 regions as sites for its ambitious waste-to-energy project.

The initiative aims to process 1,000 tons of waste per day, generating electricity for approximately 20,000 households across Indonesia.

"Based on assessments by the Ministry of Environment and Forestry and the Ministry of Home Affairs, there are currently 10 regions ready in terms of waste availability and processing capacity. Each site must meet the minimum requirement of 1,000 tons per day," Rosan said during a press briefing at JS Luwansa Jakarta on Thursday, October 16, 2025.

Rosan noted that while Danantara hopes every province could participate, only these 10 regions are currently capable of supporting the project’s requirements. The selected locations are:

  1. Tangerang

  2. Bekasi

  3. Jakarta

  4. Bandung

  5. Yogyakarta

  6. Semarang

  7. Surabaya

  8. Medan

  9. Bali

  10. Makassar

Funding for the project comes from the sale of Patriot Bonds, purchased by conglomerates totaling Rp 50 trillion. When asked about the companies involved, Rosan did not disclose specific names.

"I can say that major players from countries such as Japan, China, the Netherlands, Germany, and Singapore are participating. On average, they are all significant investors. We are open in our process, and our target is to complete construction within two years," he added.

The waste-to-energy program is slated for launch in November 2025, with the tender process set to begin at the end of this month. According to a Danantara press release, each facility will process 1,000 tons of waste daily and generate 15 megawatts of electricity, sufficient to power 20,000 households.

The project aligns with the government’s push for renewable energy expansion. Rosan emphasized that the initiative supports increasing the use of new renewable energy sources in Indonesia.

Local governments stand to benefit from the program as well. Rosan explained that municipalities will no longer need to pay tipping fees for waste management.

"The process is fully covered by the State Electricity Company with subsidies from the central government, easing regional budgets and enhancing the project’s sustainability," he said.
