ASEAN Opts for Cooperation Over Retaliation in Response to U.S. Tariffs

TEMPO.CO, Jakarta - Leaders of the Association of Southeast Asian Nations (ASEAN) have opted for a cooperative approach in responding to the impact of U.S. import tariffs, choosing not to retaliate but instead to focus on strengthening intra-regional trade and maintaining open dialogue with Washington.

According to ASEAN Secretary-General Kao Kim Hourn, the issue of U.S. tariffs was one of the two primary topics discussed during the leaders' retreat session, alongside the ongoing situation in Myanmar.

He noted that the leaders recognized the widespread disruptions and uncertainty caused by the tariffs, which have affected the region both collectively and at the national level.

In addressing the challenge, ASEAN leaders were said to have fully supported the recommendations made by their Economic and Finance Ministers, which emphasized cooperation over retaliation.

Kao explained that the consensus among the leaders was clear: rather than escalating tensions with the United States, ASEAN would prioritize reinforcing economic collaboration within the bloc.

As part of this strategy, ASEAN is accelerating efforts to finalize internal trade agreements. Negotiations for the long-pending ASEAN Trade in Goods Agreement were reportedly concluded earlier in the week, with the signing of an upgraded protocol planned for October 2025.

These measures, which include reducing tariffs and non-tariff barriers, aim to bolster the ASEAN single market and fortify the region’s economic resilience.

Further, ASEAN is fast-tracking negotiations on the Digital Economy Framework Agreement and enhancing bilateral partnerships. Strengthened ties with China and a finalized agreement with South Korea are part of these broader efforts.

ASEAN’s non-confrontational response to the U.S. tariffs reflects a deliberate and mature diplomatic stance. By reinforcing internal economic foundations and maintaining constructive engagement with all global partners, including the U.S., the regional bloc aims to safeguard economic stability amid ongoing global uncertainty.
