Indonesia Customs Issues New Rules for Imported Personal Belongings

TEMPO.CO, Jakarta - The Directorate General of Customs and Excise of the Finance Ministry has issued new regulations detailing the types of personal belongings, or "moved goods," imported from abroad that are exempt from import duties. This provision is stipulated in Finance Ministerial Regulation (PMK) No. 25 of 2025 on Customs on the Import of Moved Goods, which came into effect on Friday, June 27, 2025.

Chotibul Imam, Head of the Import Subdirectorate, explained that moved goods include household items owned by individuals who were previously domiciled abroad and have since moved to Indonesia. "Goods intended for personal use by the person who moved or their family members," Imam said during the Media Briefing on PMK 25/2025 in Jakarta on Wednesday, July 2, 2025, as quoted by Antara.

Imam mentioned certain items that are not eligible for import duty exemption, such as motor vehicles (cars and motorcycles), air and water transport equipment (such as planes and speedboats), spare parts, and taxed goods.

He emphasized, "Taxable items, alcoholic beverages, or cigars cannot be categorized as moved goods. This is because moved goods are granted exemption facilities, while the Tax Law does not regulate tax exemption on moved goods."

To qualify for these exemption facilities, moved goods must meet specific criteria: they must be imported by individuals who meet the required length of stay abroad, originate from the same country as their previous domicile, be household items, and arrive no later than 90 days before or after the owner's arrival in Indonesia.

Recipients of these facilities are also required to show proof of a minimum 12-month length of stay abroad. The groups included in this category are state officials, civil servants, TNI (Indonesian Military) soldiers, and police officers, who must provide certificates of relocation, placement, withdrawal, or study assignments.

For Indonesian citizens returning from abroad, specific documentation is required:

- Those returning for studies must show a relocation certificate and study documents.

- Those returning due to work are required to attach a relocation certificate and a work contract or other proof of employment.

- Other Indonesian citizens returning after living abroad must include a relocation certificate and documents stating their reason for stay.

For foreign nationals coming to Indonesia, the requirements vary based on their purpose:

- Foreign nationals coming to work must provide a work visa, a limited stay permit from the Directorate General of Immigration, and work approval from the Ministry of Manpower.

- Foreign nationals coming to study must show a study visa, a limited stay permit, and a Letter of Acceptance (LoA) from the educational institution.
