Indonesia's Immigration Waives Overstay Fines Amid Iran Conflict

TEMPO.CO, Jakarta Indonesia's Ministry of Immigration and Correctional Services has implemented a zero-fee tariff for foreign nationals overstaying their flights due to military conflicts in the Middle East. The Director General of Immigration enacted the policy on Sunday, March 1, 2026.

Through Letter from the Director General of Immigration Number IMI-GR.01.01-133 dated March 1, 2026, the Directorate General of Immigration instructed immigration offices overseeing airports to anticipate a surge in international travelers affected by airspace closures in the region.

The Acting Director General of Immigration, Yuldi Yusman, urged international passengers, especially those transiting through the Middle East, to always check their flight status through their airlines' official apps. He also asked passengers to immediately coordinate with their airlines or airport officials if they require immigration assistance.

"We urge international passengers, especially those on routes affected by transit through the Middle East, to always check their flight status through their airline's official app and immediately coordinate with their airline or airport officials if they need immigration assistance," Yuldi said in a statement on Sunday, March 1, 2026.

Yuldi explained that travelers who overstay can obtain a fare of Rp 0 by submitting a statement or declaration from the Aviation Civil Authority, the airline, or the airport authority. In addition to the Rp 0 fare policy, the Directorate General of Immigration also issues Emergency Stay Permits (ITKT) with a maximum validity of 30 days. Officers can extend these permits as required.

The United States and Israel's attack on Iran on Saturday morning, February 28, 2026, triggered the closure of airspace in several countries, including Qatar, the United Arab Emirates, Bahrain, and Iran. This situation has had a direct impact on international flight operations to and from Indonesia.

Based on monitoring reports as of Saturday, February 28, 2026, at 9:00 PM WIB (Western Indonesian Time), eight international flights at three major airports: Soekarno-Hatta, Ngurah Rai, and Kualanamu were canceled or delayed. This situation affected 2,228 passengers, consisting of 1,644 foreign nationals (WNA) and 584 Indonesian citizens (WNI).

Yuldi emphasized that his staff acted quickly by canceling flights and departures, both manually and through the system, for passengers and crew of the affected airlines. He ensured that immigration services at the airports continued to operate optimally and conducively. According to him, the Directorate General of Immigration is focused on maintaining smooth service, orderly inspections, and ensuring procedural certainty for passengers affected by flight cancellations or diversions.

He also instructed immigration officers at the airports to adjust personnel deployments in the international arrivals and departures areas according to flight dynamics. Officers were asked to coordinate intensively with airport authorities, airlines, and relevant agencies regarding schedule changes, route changes, and flight cancellations. In addition, officers continue to monitor flight developments on an ongoing basis through official channels and credible aviation data sources.
