TEMPO.CO, Jakarta - Ministry of Transportation is targeting Indonesia to incorporate at least 1 percent of waste cooking oil into aviation fuel as a measure to avoid international flight carbon tax penalties.
“If they don’t use waste cooking oil, they will be penalized,” said Sokhib Al Rohman, Director of Airworthiness and Aircraft Operations at the Ministry of Transportation, in Jakarta on Thursday, October 23, 2025.
Sokhib noted that the Netherlands is among the countries implementing a flight carbon tax. Starting next year, the country will impose a penalty of EUR 190 per passenger on aircraft that do not use environmentally friendly or Sustainable Aviation Fuel (SAF).
Indonesia aims to adopt waste cooking oil as a raw material for bioaviation fuel by 2027. “At the very least, we should already implement 1 percent of waste. We have agreed upon that,” he said.
However, Sokhib acknowledged that international airlines have yet to determine the percentage of waste cooking oil to be mixed into aviation fuel. He expressed hope that Indonesia could gradually increase the mixture to 30 percent by 2060.
Pertamina is currently developing bioaviation fuel using waste cooking oil. Sokhib reported that last week, the company successfully produced aviation fuel containing approximately 1 percent waste cooking oil.
Beyond domestic airline needs, Sokhib highlighted the potential for Indonesia to trade aviation fuel blended with 1 percent waste cooking oil.
“There is an opportunity to export this fuel,” he said.
Sokhib also pointed out that not all countries adopt environmentally friendly aviation fuel. For example, the United Arab Emirates and the United States opt for Low Carbon Emission Fuel (LCEF), which maintains conventional aviation fuel but reduces carbon emissions.
“This choice stems from concerns in Middle Eastern countries that crude oil sales could be affected if airplanes switch to alternative fuels,” he explained.
