TEMPO.CO, Jakarta - Indonesian Minister of Health Budi Gunadi Sadikin suspects negligence in the supervision of the use of anesthesia drugs at Hasan Sadikin Hospital (RSHS) in Bandung, West Java. He highlighted that the use of anesthesia drugs should only be done by consultant doctors, not by participants in the specialist doctor education program (PPDS) or residents.
"Only the consultant should be able to take the drugs. Not the students," Budi said after attending the inauguration of the Indonesian Doctors Association (IDI) officials at Hotel Mercure, Kemayoran, Central Jakarta, on Saturday, April 12, 2025. "The rules are clear that it should be kept in a certain place. How did it reach the students? This should be checked, where it was leaked from."
Budi's statement is in response to a case of sexual violence involving an anesthesiology resident at Padjadjaran University (Unpad) towards a patient's companion at the hospital. The incident raised questions for the Minister of Health about the weak supervision system in medical education and hospital services.
According to Budi, the position of PPDS doctors is indeed in a complex coordination space because they are medical faculty students practicing at the ministry-owned vertical hospital. This makes the responsibility for supervision overlapping.
"This is unique, because PPDS are students from the Unpad Medical Faculty studying with us. So, we have to work together," he said. He expressed his plan to meet with Unpad's Rector next Sunday to refine the governance and accountability flow.
Budi stated that his office will thoroughly evaluate the governance of PPDS doctor education and services, including the flow of sensitive drugs such as anesthesia.
"If we have entrusted it to the responsible person, but it turned out that they passed it to their students, that shouldn't be allowed. The one who holds the drugs should be the teacher, not the students," he said.
However, he ensured that the PPDS education process will not be discontinued. Only the anesthesia PPDS rotation at RSHS will be temporarily stopped for evaluation purposes. "The production won't disappear, the students won't disappear. But at Hasan Sadikin, because it happened there, I want to fix it first," he said.
Budi also mentioned the importance of strict sanctions if violations are found. According to him, revocation of practice licenses for life could be one form of consequence. "If punishment is not given, it becomes permissive and will be repeated. This is for the public. I am honestly very sad," he said.
In this case, the Ministry of Health will also strengthen coordination with universities and clarify the boundaries of responsibility for each institution. He said it will take a month to complete the evaluation process.
