
TEMPO.CO, Jakarta - The United Kingdom government has revealed plans to lower the voting age to 16 in England and Northern Ireland ahead of the next general election. The move is part of a broader electoral reform aimed at standardizing voting rules across the UK. Scotland and Wales have already allowed 16-year-olds to vote for several years.
According to an official statement on the UK government's website, the change is part of the “Plan for Change,” described as a key step in modernizing British democracy.
"16- and 17-year-olds can work, pay tax, serve in the military, and contribute in so many ways to our society. It is right and fair that they should be able to vote," the statement read.
Deputy Prime Minister Angela Rayner said the measure is intended to broaden public participation in democratic processes. "We are taking action to break down barriers to participation that will ensure more people have the opportunity to engage in UK democracy," she said.
As reported by Euronews, the proposal still needs parliamentary approval. If passed, the voting age of 16 will apply nationwide. The government has stressed that the change is essential to rebuild trust in politics, especially following a record-low turnout of 59.7 percent in the last election—the lowest since 2001.
"We cannot take our democracy for granted, and by protecting our elections from abuse and boosting participation we will strengthen the foundations of our society for the future," Rayner added.
Digital Identity and New Voter Certificate
The reform package also expands accepted forms of ID at polling stations. UK-issued bank cards, along with digital versions of driving permits and veteran cards, will now be valid for voter identification.
A digital version of the Voter Authority Certificate will also be introduced to speed up distribution and cut printing costs. Additionally, voter registration will become more automated to reduce the need for repeating data entry across government platforms.
Tightening Political Donations
New rules will also enhance oversight of political donations. Contributions above £500 (around Rp10.9 million) from unincorporated associations will be more closely monitored to prevent foreign influence through front groups.
The Electoral Commission will gain authority to impose fines of up to £500,000 (around Rp10.9 billion) for violations of campaign finance rules. Tougher penalties are also planned for individuals who threaten or harm election workers.
