What Are BGN's Fiscal Year 2025 Arrears?

TEMPO.CO, Jakarta - Indonesia's National Nutrition Agency (BGN) has various budget arrears to third parties in the Free Nutritious Meals (MBG) project in the 2025 budget year. BGN Deputy Head Agustina Arumsari stated that the total invoices of the institution reached Rp1.6 trillion.

"We will settle and clear it (budget arrears) this year," she said during a hearing at the House of Representatives (DPR) Commission IX, Jakarta, on Friday, July 17, 2026.

Arumsari explained that the BGN's budget allocation is currently blocked by the state treasurer. She mentioned that the outstanding budget arrears will be paid through the Budget Implementation List mechanism for the year 2026.

According to her, the mechanism is still under review by the Directorate General of Budget. "It's still under review. We apologize to all third parties, as we have not been able to pay the bills to BGN," Arumsari said.

During the meeting, BGN presented data on the types of budget arrears for activities in the 2025 budget year that remain unpaid. The largest bill is for the construction of the MBG kitchen or the Nutrition Fulfillment Service Unit (SPPG), which is part of the capital expenditure or asset component, amounting to Rp1.04 trillion.

The types of BGN's outstanding bills recorded in the financial statement for the 2025 budget year are as follows:

1. Expenditure for the procurement of uniforms, spoons, call centers, and others amounting to Rp16.11 billion.

2. Expenditure for SPPG certification amounting to Rp111.61 billion.

3. Consultant services amounting to Rp200 million.

4. Incidental vehicle rental amounting to Rp121.95 million.

5. Fees for speakers for technical guidance activities for food handlers amounting to Rp812.9 million.

6. Other services such as publication and event organizers, amounting to Rp330.4 billion.

7. Invoices to the University of Defense for the delivery of goods and daily allowances or transportation money amounting to Rp7.39 billion.

8. Outstanding travel expenses amounting to Rp684.3 million.

9. Outstanding government aid for the implementation of the MBG project amounting to Rp100.64 billion.

10. Construction of the MBG kitchen amounting to Rp1.04 trillion.
