Indonesia Aims to Finalize Revised E-Commerce Regulations This Week

TEMPO.CO, Jakarta - Indonesian Minister of Trade Budi Santoso stated that the harmonization process of trading regulations through the electronic system (PMSE) is still ongoing and targeted to be completed this week. "E-commerce harmonization, at least one more this week. Harmonization has only been done a few times," said Budi in Jakarta on Monday, May 25, 2026, as quoted from ANTARA.

He mentioned that his office will summon sellers, e-commerce platforms, or local markets to discuss accelerating the revision of Minister of Trade Regulation Number 31 of 2023 on PMSE regulations.

Budi is optimistic that this revision discussion can be completed soon. The revision of the regulation is also a form of government commitment to working with sellers and local market platforms to establish governance of the electronic trading ecosystem.

He says that the upcoming new regulations benefit not only e-commerce platforms, but also the entire ecosystem involved in electronic trading, including sellers and consumers.

"The e-commerce ecosystem also has to be good because it involves sellers, platforms, and consumers. So, all three of them have to be protected, from the sellers, platforms, and also the consumer side. So, tomorrow I will meet them," he said.

One of the points of change in the revision of Ministerial Regulation 31/2023 is the increased transparency regarding the fees charged by platforms to sellers.

The government encourages digital platforms to prioritize promoting domestic products, including those of micro, small, and medium-sized enterprises (MSMEs).

Additionally, e-commerce platforms must provide complaint services with clear service level agreements (SLAs) to protect consumers' and sellers' interests in the event of issues with digital transactions.

The government aims to create an equal relationship between sellers and platforms in the digital trading ecosystem while strengthening consumer protection.
