Indonesia's 2025 Tax Revenue Misses Target by Rp271 Trillion

TEMPO.CO, Jakarta - Indonesia's tax revenue in 2025 experienced a shortfall and failed to reach the state revenue and expenditure budget (APBN) target. Tax collections throughout last year totaled Rp1,917.6 trillion against the initial target of Rp2,189.3 trillion.

The tax revenue in the 2025 APBN is minus Rp271 trillion. "The net tax revenue figure is minus 0.7 percent, so the 2025 [revenue] is below 2024," said Deputy Finance Minister I Suahasil Nazara in the APBN press conference at the Ministry of Finance office on Thursday, January 8, 2026.

According to him, tax payments dropped significantly in the first half of 2025. Reasons include commodity price moderation and an increase in refunds. This is reflected in the negative income tax (PPh) revenue.

The realization of corporate income tax (PPh) in the first half of 2025 decreased by 10 percent compared to 2024. It then grew by 2.3 percent in the second semester of 2025. There was also a decrease in individual income tax and PPh 21, which fell by 19.4 percent in the first semester of 2025.

Meanwhile, final income tax, PPh 22, and PPh 26 in the first semester of 2025 recorded a 4 percent decrease, before growing by 8 percent in the second half of 2025. Value Added Tax (VAT) and Luxury Goods Sales Tax (PPnBM) in the first semester also decreased by 14.7 percent and improved by 2.1 percent in the following semester.

The government targeted total state revenue for 2025 at Rp3,005.1 trillion, with actual collection reaching Rp2,756.3 trillion. Tax revenue remains the largest component of total state revenue.

The next largest revenue source is non-tax state revenue (PNBP), which amounted to Rp534.1 trillion throughout 2025. This is followed by customs and excise revenue at Rp300.3 trillion, and grant revenue of Rp4.3 trillion.
