Indonesian Small-Scale Fishers to Get Insurance Through Village Program

TEMPO.CO, Jakarta - The Ministry of Marine Affairs and Fisheries ensures that fishers will receive insurance protection through the Red and White Fishers' Village (KNMP) program. The insurance covers guarantees for the risk of accidents that occur while at sea.

Chair of the KNMP Development Team, Trian Yunanda, said this step is part of the effort to strengthen small-scale fishers who contribute more than 90 percent of the total national capture fisheries production.

"The government will provide insurance for fishers, especially concerning safety at sea," said Trian in a press conference in Jakarta on Monday, adding that protection would be the primary objective of the program.

In addition to insurance, the ministry has prepared various supporting facilities to strengthen the Red and White Fishers' Village. Director of Fishers' Protection and Empowerment at the Directorate General of Capture Fisheries at the ministry, Mahrus, said the development is focused not only on settlements, but also on infrastructure such as docks, roads, drainage, and even electricity.

He said the government provides production facilities, such as cold storage, ice factories, workshops, logistic kiosks, and fishers' fuel filling stations (SPBN). "This program supports a measurable quota-based fish capture system to ensure fair and sustainable fisheries management," he said.

The Marine Affairs and Fisheries Ministry estimates that each KNMP can absorb around 70 workers, both fishers and facility operators. With a target of 100 locations, this program is projected to create 7,000 permanent jobs.

The government targets to complete the first phase of 65 locations by December 2025. This development is regulated in the Minister of Marine Affairs and Fisheries Decree Number 55 of 2025, which was established on September 3.

For 2026, the ministry has earmarked the budget to develop 250 fisher villages. In total, the government targets the development of 1,100 Red and White Fishers' Villages by 2027.

Previously, Special Staff to the Minister of Marine Affairs and Fisheries, Doni Ismanto Darwin, mentioned that the estimated cost of developing one village is around Rp22 billion per location. This figure refers to the development of the Modern Fishers' Village in Biak, Papua.

The government targets the development of 100 Red and White Fishers' Villages in 2025, followed by 500 villages in 2026 and 2027, respectively. 

"The KNMP program has full backing from President Prabowo, where Pak President requested the construction of 1,100 villages by 2027," said Doni.
